National University of Tainan Written Statement on Preventing Workplace Violence

To ensure that all workers are protected from physical or mental unlawful infringement during the performance of their duties, which may result in physical or psychological harm, this written statement is hereby issued. The University has zero tolerance for workplace bullying by any management level, nor does it tolerate workplace violence against workers by colleagues, students' family members, or strangers.

1. Definition of Workplace Violence

Events in which a worker is abused, threatened, or assaulted in circumstances related to their work (including commuting), which explicitly or implicitly challenge their safety, well-being, or health.

2. Types of Workplace Violence

  • Physical Violence (e.g., hitting, scratching, punching, kicking, etc.).
  • Psychological Violence (e.g., threats, bullying, harassment, verbal abuse, etc.).
  • Verbal Violence (e.g., bullying, intimidation, interference, discrimination, etc.).
  • Sexual Harassment (e.g., inappropriate sexual hints or behaviors, etc.).
  • Stalking and Harassment.

3. What to Do When Encountering Workplace Violence

  1. Seek advice and support from colleagues within the same unit.
  2. Communicate rationally with the perpetrator and express your feelings.
  3. Reflect on any personal shortcomings, request colleagues to honestly evaluate your conduct and performance, and seek a resolution.
  4. Record the perpetrator's behavior by audio recording or any other means as evidence.
  5. File a complaint with the Environmental Health and Safety (EHS) Division of the Office of General Affairs.

4. Investigation and Disciplinary Action

Upon receiving a complaint, the University will conduct an investigation in a confidential manner. If the allegations are found to be true, disciplinary action will be taken.

5. Collective Responsibility and Reporting

All workers of the University have a responsibility to assist in ensuring a work environment free from workplace violence. Anyone who witnesses or hears of workplace violence should immediately notify the EHS Division or call the complaint hotline.

6. Prohibition of Retaliation

The University strictly prohibits any retaliation against complainants, whistleblowers, or those assisting in investigations. Any such behavior will be severely punished.

7. External Assistance

The University encourages workers to use the internal grievance mechanism to resolve such disputes. However, if a worker requires external assistance (such as police or legal counsel), the University will do its best to provide support.
